NationStates Hyrule is a online community based in the online browser-based game NationStates, so people in the game already know how to contact me. If you are not a member of NationStates and need to contact me over other things I ask that in the subject line of the message to place "In Reference to Hyrule.org, and that's all I ask.

Why can't I IM the owner if I am not a member of NationStates?

Simple

NationStates is a community in which players must contact each other on a day-to-day bases. Non-members don't get to enjoy the privilege of knowing all of my contact information. Personally I don't need strangers IMing me or Spam in my IM box because I own this website. It's quite reasonable.
